About Us 

Matt Helminiak
is the president of Culture Diagnostics, a management consulting firm specializing in organizational culture. He also teaches undergraduate business classes at Loyola University Maryland.

From 2017 to 2023, Matt served as the Maryland Commissioner of Labor & Industry, responsible for enforcing Maryland’s labor and employment laws, the Maryland Occupational Safety & Health unit (MOSH), the safety inspections of elevators, boilers, railroads and amusement rides, and Maryland’s building codes. He spearheaded process improvements, executed legislative policy, and was the subject matter expert for Maryland’s Sick and Safe leave law. Matt was the President of the National Association of Government Labor Officials from 2020 to 2022, chaired the Maryland Equal Pay Commission, and spoke about labor and employment law on behalf of the Department of Labor to many business and public sector groups.

Before joining the Department of Labor, Matt spent about 25 years in the construction industry, working in the family insulation business and managing locations in Maryland, Virginia, and North Carolina. He held contractors’ licenses in Maryland, Virginia, and West Virginia. Matt also chaired Carroll County’s Planning and Zoning Commission.
Matt is a certified Senior Professional of Human Resources (SPHR) and holds an MBA in Operations Management from Loyola University of Maryland, a BBA in Management with a concentration in Organizational Behavior and Labor Relations, and a second major in Art History from the University of Notre Dame.
